Value to Michigan’s 15th Congressional District and the American taxpayer:
Phase I (FY09) of the DFUP began the process of giving TARDEC the ability to conduct rapid
evaluations of current and future powertrain technologies. It accelerates testing the effects of
vehicle and environmental changes without having to build numerous prototypes. This leads to
increased performance on the battlefield, safer vehicles, and lower development costs.

Phase II (FY10) of the DFUP continues the developments started in Phase I by specifically
targeting transmission testing improvements which will result in reduced test setups and run
times along with shorter, less expensive development cycles. In addition, Phase II will utilize
electric machines rather than combustion equipment which will make TARDEC a safer, cleaner,
and more sustainable facility. This means our U.S. soldiers, Army engineers, and citizens all
benefit from cleaner, safer, more productive, and more cost effective vehicles and facilities. The
end result is that DFUP not only saves money, but lowers the state tax burden by reducing
health and environmental costs.

Over three years, a minimum of 35 new jobs will be created and over 1750 current jobs will be
solidified at TARDEC and AVL Americas in the areas of research, engineering, manufacturing,
and service. For current employees, training and skills growth will be available as the research
and engineering activities for the upgraded dynamometer facility will introduce challenging new
opportunities. These new jobs and skills development will continue to establish Michigan and
the Metro-Detroit area as a global science and technology hub which can and will attract top
notch talent from around the world to our universities and local businesses.
