Washington, DC - Congressman John D. Dingell (D-MI15) made the following remarks today on H.R. 1550, the “Consumer Assistance to Recycle and Save Act of 2009,” or CARS Act:
“I strongly support the CARS Act. This well thought-out piece of legislation addresses a heretofore overlooked, yet critical component of the domestic automotive industry’s revitalization, namely the great need to spur consumer demand for vehicles. While our efforts to resuscitate GM and Chrysler with infusions of federal funds are necessary, we must at the same time ensure that consumers are able and willing to buy the cars they will produce. Other countries, such as Germany, have implemented demand-side programs for increasing vehicle sales, and I see no compelling reason why the United States should not also follow suit.
“Although I believe the economic outcome of the CARS Act is of paramount importance in troubled times like these, I commend the effect the bill will have on the environment. By encouraging consumers to trade in older, less fuel-efficient vehicles, we will help reduce emissions and also decrease U.S. dependence on foreign sources of oil.
“As has often been the case, reconciling economic and environmental concerns is at best a very difficult task. H.R 1550 accomplishes this goal and deserves the support of the Congress. I look forward to working with Rep. Sutton, the relevant Committee leaders, and the Administration to see to it that the CARS Act becomes law.”
